“Leveraging on Technology to enhance benefits of Regional Integration for Food Security and National Growth”
The productive and services sectors consists of the following sub-sectors:
- Agriculture and Food Security
- Transport Communication and Meteorology (TCM)
- Tourism and Wildlife Management
- Environment and Natural Resources Management
- Lake Victoria Basin
Each of these has a Sectoral Council of Ministers
Agriculture and food Security
- All Partner States economies are agricultural based and the sector is the largest employer
- Great unexploited potential in production, manufacturing, Agro-processing
- CMP- Large and expansive market for agricultural produce and products-Can meet our food deficit and employment, business, industrial development
- Informal cross border trade
Achievements consists of:
- Food Security Action Plan
- Regional Food Balance Sheet & National Food Balance Sheet
- EAC Early Warning Systems
- Food Action Plan
- Sanitary and Phytosanitary Protocol (SPS)
- Harmonization of agricultural products standards – Cereals and pulses
- Movement restrictions / bans
- Disease surveillance and control
- Inputs – import reliance
- Unexploited potential for production of inputs (e.g. fertilizer)
- Political good will lacking- TZ (Restricted purchase and sale e..g. cereals and pulses, onions potatoes)
- Lack of mutual recognition by Regulatory authorities (seeds and pesticides and herbicides)
- Restrictions in Movement of animals and animal products across the border
- unexploited potential in fisheries and aquaculture

Achievements in the Road transport
- The EAC Vehicle Load Control Act 2016 was assented to by all the five partner States and became effective from 1st October, 2016.
- The Act harmonizes legal limits for axle load and gross vehicle weights in the region to 56 tones on seven axles. Thus, the Act removes differences in gross vehicle weights existing currently which is a nuisance to a transporter.
- The council has developed a regional weighbridge operation and procedures Manual to guide weighbridge operation in all the Partner states.
- Construction of Arusha – Namanga – Athi River road – the road was completed and officially opened in November, 2012 by the Heads of State.
- works on Voi-Taveta-Arusha road is nearly 100% completed
- Design of Malindi – Lunga Lunga – Tanga road: The design work is complete. Kenya and Tanzania are mobilizing resources for the construction.
- EAC vehicle load Control Act 2016. The Act harmonized Gross vehicle weights to 56 tonnes under seven axles. The Act also harmonized fees charged on offenders of over loaded vehicles.
- Construction of 6 One Stop Boarder Post(OSBPS)
The main achievements of civil aviation include
- easing of flight connectivity within the region and the rest of the world,
- establishment and operationalization of the East African Civil Aviation Safety and Security Oversight Organization (CASSOA)
- liberalizing of civil aviation activities
- harmonization of the EAC Civil Aviation Regulations
- development of the EAC Search and Rescue Agreement
Achievements in the Railway sub-sector
- Railways Master Plan developed and approved by the summit in 2010
- Its key recommendations were, the reconstruction and upgrade of the narrow-gauge railways to standard gauge.
- It estimated investments in railways in the region of US $29 billion are required for upgrade
- There has been positive developments in SGR construction – Phase 1 (Nbo-Mbsa) Complete, Phase 2 (Nbo – Nvsha) is ongoing in Kenya a
Achievements in the Maritime sub-sector
- There are programs for Inland Waterways Transport to enhance navigational safety in the region’s inland waterways; L. Victoria transport Act and promulgated rules of operations in the lake, including search and rescue;
- The EAC Council of Ministers has approved the establishment of a regional maritime patrol unit to work with the international community to stem the incidences of piracy in the Indian Ocean. The protocol and terms of reference for the Unit are under preparation;
- Bathymetric survey completed and Aids-to-Navigation installed in Lake Victoria;
- Multinational Lake Victoria Maritime Communication and Transport Project –funded by AfDB with search and rescue centers and a Regional Rescue Coordination Center in Mwanza TZ – Kenya has already finalized the funding procedures
Achievements in the Telecommunications
The area which has been advanced in this sector is to harmonise and apply nondiscriminatory tariffs and where possible agree on preferential tariff treatment applicable within the community. One area network framework has been adopted but only implemented by three partner states. There is some reluctance by Tanzania and Burundi to follow suit.
- Strategy on Up-scaling Access to Modern Energy Services
- The Strategy seeks to engage Partner States in an initiative to scale up access to modern energy services to support the achievement of the Millennium Development Goals and poverty reduction.
- The Strategy focuses on four key targets:
- Access to mechanical power within the community for all productive services;
- Access to modern cooking practices for 50% of traditional biomass users;
- Access to reliable modern energy services for all urban and peri-urban poor;
- Access to electricity for all schools, clinics, hospitals and community centres
- Cross border electrification – Under this programme, border towns are electrified from the grid nearest to them regardless of whether it is from their country. eg:-
- Lunga Lunga (Kenya)/Horohoro(Tanzania) – Lunga Lunga is supplied from Tanzania since 2004
- Namanga (Kenya)/Namanga (Tanzania) – Namanga (Tanzania) is supplied from Kenya since late April 2009
- Taveta (Kenya)/Holili (Tanzania) – Holili supply from Kenya
- Lwakhakha (Kenya)/Lwakhakha(Uganda) – Uganda to be supplied from Kenya

Challenges in the TCM and Energy
- Inadequate financial resources to support the implementation of major EAC regional projects. Domestic savings in the Partner states still very low; and capital markets as a source of investment resources underdeveloped.
- Slow progress on harmonization of policies and hence slow legislation of regional laws to facilitate deeper cooperation in regional programmes
- Disharmony (in some cases) between the EAC development strategy and the National development plans particularly related to resource allocations, implementation and time frames
- National Interests Vs Regional Interest especially in Oil matters.
Tourism and Wildlife
- Joint Marketing of the region in international forums (World Travel Markets (WTM) and International Tourism Borse (ITB) as a single tourist destination – since 2008
- Developed criteria for classification of tourist accommodation establishments and restaurants in the region to ensure similarity in standards for facilities in the same category
- Developed a Strategy to Combat Poaching, Illegal Trade and Trafficking of Wildlife and Wildlife Products
- Single tourist visa regime- this is still work in progress at the regional level but already operational in Kenya, Rwanda and Uganda;
- Protocol for Tourism and Wildlife Management – Work at a very advanced stage
- Reluctance by some partner states to cooperate in the sector for loss of revenue – Protectionism
- Fear by some private sector prayers to face competition
- Threat of wildlife by poaching
- Political uncertainties
- Terrorism threats
- Occasional disease outbreaks in the region – g. Ebola
Environment and Natural Resources
- Memoranda of Understanding (MOUs) on the joint management of Mara River Basin and the Lakes Challa, Jipe and Umba River, between Kenya and Tanzania.
- The Development of the EAC Disaster Risk Reduction and Management (DRRM) strategy fulfills the commitment in Art.112 (1)(d).
Conclusion of Protocol for sustainable Management of the Lake Victoria Basin in line with Art
- Protocol for Sustainable Development of the Lake Victoria Basin
- Signed on 29th November 2003 and ratified in December 2004
- Article 33 of the Protocol for Sustainable Development of Lake Victoria Basin establishes a LVBC, as an Institution of EAC
- LVBC the only EAC Institution hosted by Kenya
Mara River Basin is of special Interest to Kenya and therefore the annual Mara Day celebration on 15th September is a big milestone
- Poverty Eradication: Significant contribution towards reduction of poverty by uplifting the living standards of the people of the Lake region. This is to be achieved through economic growth, investments and sustainable development practices that are cognizant of the environment
- Transboundary Natural Resource Management- Lake Victoria Waters & fisheries, transboundary mountain ecosystem- Mt Elgon, transboundary Mara river basin, trans boundary wildlife resources-Masai Mara- Serengeti ecosystem
Projects and Programmes
- Lake Victoria Water and Sanitation (LVWATSAN): Development of Water and Sanitation facilities for 15 secondary towns in the LVB. – Kericho, Keroka and Isebania
- Maritime Safety and Communication in Lake Victoria(MSCLV) PROJECT: installation of Lake Victoria ring communication infrastructure
- Lake Victoria Environment Management Project (LVEMP) II: collaborative management of the Trans boundary Natural Resources of LVB & reduce environmental stress in targeted pollution hotspots and selected degraded sub-catchments.
- PREPARED Project: Activities include Biodiversity Conservation, Water Sanitation and Hygiene in Lake Victoria Basin
- Population, Health and Environment (PHE): Integrated approach to address human health and environment
- Project Management: challenges of land acquisition of project land e.g. Land acquisition for projects- Keroka town and Isebania for landfill and faecal sludge for LVWATSAN II Project
