Mandate of the Ministry

The Ministry of East African Community (EAC), the ASALs and Regional Development derives its mandate from the Executive Order No.1 of January, 2023. The Ministry  was established with the following mandate;

    1. Policy on East African Community.
    2. Implementation of the Treaty for the Establishment of the East African Community
    3. Negotiation and Implementation of EAC protocols
    4. Develop and Implement policies and programmes to fast-track regional integration
    5. Co-ordination of Implementation of EAC Regional Programmes and Projects
    6. Co-ordination of Government’s Participation in East African Community Affairs
    7. Domestication of regional agreements in all areas
    8. Monitor Implementation of Summit and Council Directives/Decisions
    9. Sustainable development of Lake Victoria Basin and other shared resources
    10. East African Community Organs and Institutions
    11. Create awareness on the aspiration of East African Community Integration
    12. Promote public participation in the EAC Integration Process
    13. Monitoring and Evaluation of the Implementation of Northern Corridor Development
    14. Provide Secretariat Services during Ministerial and Head of States Summit Meetings
    15. Arid and Semi – Arid Lands Policy
    16. Co-ordination of Planning, and Development for Arid and Semi – Arid Lands
    17. Implementation of Special Programmes for Development of Arid and Semi-Arid Areas
    18. Implementation of Arid and Semi- Arid Lands Programmes
    19. Co-ordinating Research for sustainable Arid and Semi-Arid Lands Resource Management, Development and Livelihoods
    20. Promotion of Livestock Development, Marketing and Value addition of Resources within Arid and Semi- Arid Areas
    21. Enhancing Livelihood Resilience of Pastoral and Agro Pastoral Communities
    22. Co-ordinating Responses Against Drought and Desertification
    23. Food Relief Management and Humanitarian Emergency Response
    24. Peace Building and Conflict Management within Arid and Semi-Arid Area
    25. Management and promotion of integrated cross border activities in identified ASAL Counties
    26. Regional Development Policy Implementation, oversight and management
    27. Co-ordination of Regional Development Authorities
